It’s been an exciting month for veterans in Congress who are Members of the cross-partisan For Country Caucus! In May, the Caucus endorsed their first piece of legislation, which passed in the House.

LEGISLATION PASSED

H.R. 2481 the Gold Star Family Tax Relief Act. This bill eases the tax burden on Gold Star families—families who have lost a member in military service.

H.R. 2378 the Kerrie Orozco First Responders Family Support Act. The bill would permit a surviving spouse, child or parent of a U.S. citizen first responder who died as a result of their service to be eligible to immediately apply for naturalization.

H.R. 2453 the Safe Routes Act of 2019. The bill would allow logging trucks that meet state-determined legal requirements to travel up to 150 air miles on the Federal Interstate Highway System, which a pilot program has shown to greatly reduce both fatal accidents and fossil fuel usage by trucks.

H.R. 2483 the Fentanyl Sanctions Act. The bill would  impose sanctions with respect to foreign traffickers of illicit opioids, and for other purposes.

H.R. 2595 the Improving Middle Class Access to Higher Education Act. The bill would improve overall access to student financial aid, by aligning the Free Application for Federal Student Aid (FAFSA) Simplified Needs Test with the income thresholds already used by the IRS.

H.R. 2609 the DHS Acquisition Review Board Act of 2019. The bill would direct the department to establish a board to review major acquisition programs and enhance accountability and uniformity in the review process for Department of Homeland Security (DHS) acquisitions.
Sponsored by Rep. Dan Crenshaw; committee has voted to issue a report to the full chamber recommending that the bill be considered further.

H.R. 2623 the Search and Rescue Dog Protection Act. The bill would provide basic certainties to search and rescue dog handlers when responding to federally declared disasters.

H.R. 2624 the SALT Relief and Marriage Penalty Elimination Act. The bill would make the SALT deduction equal to the standard deduction taken by taxpayers, encouraging homeownership and charitable giving.

H.R. 2675 the Department of Veterans Affairs Policy for Medicinal Cannabis Use Act of 2019. The bill would also enable veterans to participate in State-legal cannabis programs without losing their eligibility for VA care and services.

H.R. 2676 the VA Survey of Cannabis Use Act. This bill directs the Secretary of Veterans Affairs to partner with a federally-funded research & development center that will study how veterans use cannabis, their experiences and any side effects of use.

H.R. 2677 the Training for VA Primary Care Providers Act of 2019. This bill directs the VA to provide training in the use of medical cannabis for all VA primary care providers, and requires the VA to enter into partnerships with medical schools that have incorporated education on medical cannabis into their curricula so health care providers can learn more.

H.R. 2767 the Supporting Eating Disorders Recovery through Vital Expansion Act (SERVE) Act of 2019. The bill would ensure TRICARE, the military’s health insurance program, provides members of the military and their families with comprehensive treatment for eating disorders.

H.R. 2811 the Better Military Housing Act. The bill would require the Secretary of Defense to develop a plan to address safety and quality issues in private military housing.

H.R. 2822 the Family-to-Family Reauthorization Act of 2019. The bill would reauthorize the Family-to-Family Health Information Centers (F2F HICs) program. These family-staffed centers provide guidance and support to families of children with special healthcare needs.

H.R. 2846 the Improving Veterans Access to Congressional Services Act. This bill will cut down on bureaucracy by requiring the Secretary of the Department of Veterans Affairs to permit a Member of Congress to use a VA facility to meet with constituents.

H.R. 2880 the Armament Graduate School Act. The bill would provide degree-granting authority to the Armament Graduate School at Picatinny Arsenal in New Jersey.

H.R. 2941 the Helping Expand and Launch Transitional Health (HEALTH) for Women Veterans Act. This bill would require the Department of Veterans Affairs to extend an ongoing pilot program jointly run with the US Air Force under the Transition Assistance Program that educates transitioning servicewomen about women’s health care at the VA.
